Chair: Dr. Luisa Affuso – Chief Economist – Ofcom Jonathan Porter - Senior economist from Ofcom Industry representative (e.g. BBC Chief Economist) Dr. Helen Weeds Prof. Greg Crawford Prof. Andrea Prat In the UK, the concept of Public Service Broadcasting – and in particular the role of the BBC – is attracting much discussion as we approach the mid-point review of the current BBC Settlement. For instance, is there still a need for a Public Service Broadcasting (“PSB”) framework when you have the rise of services such as Sky Arts, Netflix, Disney+ and Amazon Prime? What is the role of the BBC? Should it continue to be supported by the licence fee? This session will discuss the economic rationale for Public Service Broadcasting in an environment where many of its traditional market failure justifications (e.g. public goods, spectrum scarcity, externalities) seem to have fallen away. To what extent has the pandemic highlighted the importance of other key aspects of PSB such as the public value that can be attributed to: reliable independent information; social cohesion; cultural and local representation?

Gender Economics: Policy Implications

Chair: Almudena Sevilla, Chair of the Women’s Committee Coinciding with a special issue on Gender Economics that I just edited for the Oxford Journal of Economic Policy (OXREP), this session will revisit old questions and to highlight the new research frontiers in Gender Economics, with a policy focus. The first two presentations review the evidence on the progress toward gender equality in education and labor market outcomes over the last decades, and assess the effectiveness of several pubic policy measures and interventions (Costas-Diaz; McNally). Big data has enabled economists to show that overt discrimination is ubiquitous rather than anecdotal The third presentation in this session will look at how the influence of social psychology has led to a growing recognition among economists that discriminatory behaviour may also arise from unconscious (or ‘implicit’) stereotyping, and at how policy is being reshaped as a result (Carlana). Ultimately, neither conscious discrimination nor unconscious bias can explain the formation and evolution of stereotypical beliefs in the first place. The last presenter will look at the role that social norms play in economics, and how it is contributing to our understanding of where stereotypes come from, paving the way for interventions that aim to change unequal gender roles more directly (Giuliano).
